I think Shep is from the effected area (maybe southern Mississippi?) and viewers could sense that his outrage was very real and personal, whereas Cooper was simply playing the role he thought he was supposed to play.  Seeing Cooper &quot;emote&quot; is a daily occurrence, but when someone like Shep gets fired up, people pay attention.</description>
